What counts as a bystander versus an active participant in your eyes? You mean people using powers on people without a way for them to fight back? [A shrug.] Some powers are worse than others...it's just another disadvantage, but I think anybody can figure out how to use them to protect themselves and other people, too.
We're all involved to a certain extent, but... I'd count people consciously seeking out targets and the people that help them, as well as the people who get targeted as active. Everyone else would be a bystander. [ it's a simplistic view, but it's how he's handling it. ]

Um...pretty sure it was Ruin first, then Cunning followed by Disorder and Ambition. They kind of threatened Justice into agreeing and Indulgence also agreed for some reason? We went back and forth on it for a while and what it would mean for us and for you guys.
